Our Partners

The SCIS is delivered through a partnership of ECCI, the Improvement Service and the Sustainable Scotland Network, with support from all 32 Scottish local authorities, COSLA and the Scottish Government.

SCIS harnesses the breadth of experience and ambition of its partners to improve delivery of its support.

The Improvement Service is the national improvement organisation for local government in Scotland. It was set up to deliver improvement support that would help councils to provide effective community leadership, strong local governance and deliver high-quality, efficient local services. It now works across a wider range of public bodies to provide improvement support across a wide number of project areas.


ECCI is a leading centre of expertise on climate change, based in the University of Edinburgh. It brings together research, policy, and practice in number of programmes building the skills, knowledge, and capacity to deliver climate action in Scotland and beyond.

The Sustainable Scotland Network (SSN) is Scotland’s public sector network on climate change and sustainability. It has been working with and providing support to Scotland’s public sector bodies since 2003. Providing guidance, tools, training and knowledge exchange, SSN supports public bodies to comply with their Public Bodies Climate Change Duties, including support for mandatory reporting. Place-based climate action is core to the SSN programme. By bringing key climate professionals together, SSN improves alignment and collaboration across the public sector, while fostering better links with leadership, policy and research. SSN and SCIS are working together to help build on existing services and ensure synergy of support to local authorities and their partners.

COSLA is a councillor-led, cross-party organisation which champions the vital work of Scotland's Councils and its 1226 elected councillors in order to secure the resources and powers they need. COSLA works on councils' behalf to focus on the challenges and opportunities they face, and to engage positively with governments and others on policy, funding and legislation.
