New Multi-level Climate Governance Case Study

SCIS Showcased as Case Study at New York Climate Week 2025

The Scottish Climate Intelligence Service is thrilled to announce the publication of our case study - Multi-level Climate Governance in Scotland: The Scottish Climate Intelligence Service - and its presentation and discussion at New York Climate Week 2025, in collaboration with COSLA, ClimateView, ICLEI - Local Governments for Sustainability, and the Scottish Government.

On Wednesday 24th September (8PM BST), our Co-Director Clare Wharmby (virtually!) joins a stellar line-up at New York Climate Week to discuss SCIS through the lens of multi-level governance. You can sign-up to the watch the event online here.

We know that effective climate action relies on coordination across all levels of government, otherwise fragmentation, duplication and miscommunication will slow progress toward common goals.  At its core, SCIS aims to address one key question:

How can we coordinate climate efforts across local government—32 local authorities in total—while also ensuring that these area plans align with Scotland’s national net zero target of 2045?

As a nationally-coordinated but locally embedded initiative, SCIS is an example of multi-level climate governance in action. Scotland's experience and the development of the SCIS shows how, with the right mix of institutional arrangements, shared infrastructure, and enabling technology, multi-level governance can move from theory to practice.
